Veteran software engineer Chang Sau Sheong joins from Temasek.

Veteran software engineer, Chang Sau Sheong, has taken over as GovTech’s Deputy Chief Executive (DCE), looking after product and engineering.

He joins GovTech from global investment company, Temasek, where he was Operating Partner, Digital.

In a post on LinkedIn, Chang wrote, “I’m back. Not just physically back in Mapletree Business City (where his new office is located) or back in GovTech but also back in managing product and engineering teams.”

Talking about his relatively short stint (eight months) at Temasek, Chang wrote in another LinkedIn post, “… I leave with a heavy heart. Temasek has the highest density of smart people in a single company that I’ve ever worked for… I have been inspired during my time with Temasek.”

Prior to Temasek, Chang was the CEO of SP Digital, the digital business unit of SP Group, a leading power utility in Asia Pacific and one of Singapore’s largest companies. SP Digital builds and sells energy tech products to power sustainability, focusing on renewables and energy efficiency for the built environment. 

As CEO of SP Digital, Chang also lead the digital transformation, IT and OT (including SCADA control systems for the national electricity and gas network) for the SP Group.

Chang has been a software developer for around 30 years with a focus on web development and has contributed to several open-source projects.

He had worked for organisations like Singtel, the Infocom Development Authority of Singapore (IDA) the precursor to IMDA (Infocom Media Development Authority of Singapore) and GovTech, Yahoo and others. He also has a stint as an entrepreneur as a co-founder of a start-up, elipva.
