India's telecom regulator directs access providers to use AI/ML system

To identify unregistered telemarketers.

The Telecom Regulatory Authority of India (TRAI) has mandated all access providers to use artificial intelligence (AI) and machine learning (ML) based system to detect unsolicited commercial communication (UCC).

The new UCC_ Detect System helps access providers to identify and take action against unregistered telemarketers.

According to TRAI, the entities who do not get registered with the Access Providers and use 10 digits mobile numbers for sending commercial communications through messages or calls are called Unregistered Telemarketers (UTMs).

With cases of UTMs disbursing fraudulent links through messages and telephone numbers trapping customers into sharing critical information, TRAI had earlier insisted access providers to implement detect systems as per their suitability and feasibility.

However, since the UTMs are continuously evolving new techniques to send unsolicited communications, the agency noted the current systems are not fully capable.

It has now mandated all access providers including those using distributed ledger technology (DLT) platform to use the AI/ML tool that can constantly evolve to deal with new signatures, new patterns and new techniques used by UTMs.

Further, access providers are required to ensure that the system can identify bulk senders of UCC who are not adhering to the regulations.
